Hindisprachige Tageszeitungen in Nordindiens öffentlichem Raum Ines Budarick The Indian print media landscape has undergone consider­able changes over the last three decades. Economic and political developments along with technical improve­ments have facilitated tremendous growth, which Hindi newspaper owners, in particular, have been able to make good use of. With the literacy rate and political awareness increasing in India’s Hindi heartland, Hindi newspapers went to villages and small towns and picked up readers where none had previously existed by using aggressive marketing strategies. While pursuing this local sales approach, they managed to climb to the top of the national readership charts. Newspapers published in Indian languages are widely seen as problematic; the Hindi print media especially has the reputation of being highly supportive of the Hindu nationalist movement. This paper explores the changes that went hand in hand with the Hindi newspaper revolution, its impact on democracy and the public sphere in India’s Hindi-speaking states. Eine Untersuchung der Strukturen und Strategien der Dalai Lama-Regierung Stephanie Römer Tibetan exile politics is only a marginal topic in international politics. The 14th Dalai Lama, the religious and political head of the Tibetan people, is a well-known figure around the globe, however. Since his flight to India in 1959, he has been heading the Central Tibetan Administration (CTA), the present Tibetan government-in-exile, which has been set up in northern India. This exile government is not internationally recognised, although it claims to represent the Tibetan nation and territory. The central question examined by this paper is how the CTA has fostered its claims to be the sole representative of all Tibetans while in exile. Based on Yossi Shain’s theoretical framework on governments-in-exile and the author’s extensive fieldwork in India and Nepal, the paper shows that the CTA successfully combines traditional values and structures with the requirements of modern politics in order to mobilise national loyalty and international moral and operational support. Organisation, Finanzierung und Investitionsstrategie der China Investment Corporation Sandra Heep China’s establishment of a sovereign wealth fund has caused concern in Germany; it is feared that the China Investment Corporation might engage in industrial espionage and thereby contribute to the outflow of advanced technology. Moreover, there is apprehension that the CIC might try to enhance China’s political influence by investing in strategically important companies. These worries are not based on a deep knowledge of the CIC, however. In fact, they reflect a more general wariness about China’s growing economic clout. This article tries to provide a realistic assessment of the potential risks resulting from the establishment of the CIC by analysing its organisation, financing and investment strategy. Keywords: China Investment Corporation, foreign exchange reserves, monetary policy, investment strategy The Transformation of Public Space in Hanoi Sandra Kürten The following article is a research note concerning an ongoing project on the transformation of public space in Hanoi, Vietnam. The research itself focuses on the changes in power relations between the state and society and how these are reflected in the physical environment of the city. Since the introduction of the Vietnamese Doi Moi economic reform programme in 1986, a physical transformation of public space has been observed as well as a shift in its symbolic meaning. Based on the assumption that diverse social groups at­tach different meanings to urban objects, power relations in the city’s landscape become visible. While the private sector dominates the development of new public and semi-public spaces like New Urban Areas and shopping malls, the general public in Hanoi constantly redefines existing public spaces by utilising them for private eco­nomic and social activities. Embedded in the discipline of urban sociology, the project seeks to contribute to the discussion of the correlation between the public sphere as a sociological/political category and the morphology and practices of public space. Keywords: public space, public sphere, state-society relations, urbanisation Ostasien – From the Local to the Global Klaus Schlichtmann Welche Möglichkeiten und Lösungsansätze bietet der Ferne Osten, eine Bewegung „From the Local to the Global“ zu initiieren bzw. mitzutragen, um die zahlreichen friedens- und sicherheitspolitischen Probleme, die vor Ort und weltweit bestehen, einer Lösung zuzuführen? In diesem Zusammenhang soll aufgezeigt werden, dass bestimmte, d.h. konkrete, friedenspolitische Maßnahmen auch außerhalb Ostasiens ergriffen werden müssen, um konfliktpräventive Ansätze zu stärken und einer echten Friedenspolitik den Weg zu ebnen. Dabei soll versucht werden, die idealen Möglichkeiten zu erkennen, wie sie in den zahlreichen bereits vorhandenen Ordnungsstrukturen und Rechtsbestimmungen bestehen. Statt Szenarien vorzustellen und zu analysieren, die eine negative Tendenz aufweisen, wird in dieser Untersuchung – trotz der zu beobachtenden Kontinuität negativer Entwicklungen – dem Prinzip des „positive reinforcement“ das Wort geredet, d.h. positiven, konstruktiven Szenarien der Vorzug gegeben (Müller 2006), deren Realisierung jedoch als vom politischen Willen der verantwortlichen Kräfte, auch der engagierten zivilgesellschaftlichen Bewegungen, abhängig erkannt wird.
